Log message:
	For Darwin, FreeBSD, OpenBSD, NetBSD, add chflags, fchflags,
	and variables holding the possible values.
	We should see if some of the flags are common and
	long standing and remove the #ifdefs for them.
	
	cvsup knows about these flags on FreeBSD, at least to get/set them,
	and it could be improved to handle the other platforms.
