Yes and no.<BR>
In fact, yes, I made some .deb files, and they have no choice of where to install.<BR>
They have no "install code", beyond dpkg.<BR>
But .deb files often do have install scripts in them. It's not a hard requirement to avoid.<BR>
And the normal workflow with apt-get install doesn't give you a choice of install location either.<BR>

Historically we don't have little/no use of package manages.<BR>

Therefore open the other can of worms of what a binary install should look like...<BR>

(Echoing Olaf here) There are way too many install formats, while it is nice for us to support some of them, it behooves us to have our own low end portable form, and we have some say in the feature set of it, such as if you can chose the install location.<BR>
(We could also adopt one of the native ones as our portable one, if it is in fact portable; .deb it turns out is actually promising in this regard, it takes like two lines of .sh to install a .deb on pretty much any system, assuming the contents are for it; they are just a .tar.gz bundled with very little else in an ar file.)<BR>
