I propose we add WarningHandler, set_warning_handler.<BR>

The signatures are either identical to the existing ErrorHandler, set_error_handler.<BR>

Or possibly there is a warning "level".<BR>

For now I'm implementing it such that the warning level<BR>

is hardcoded as 2.<BR>
