	move TARGET to toplevel config file for m3cgcat
	
	some allowance for targeting cygwin runtime with integrated/ms tools
	may or may not work
	in particular crt0.o has a dependency on ld
	if it works, should enable using ms debuggers, and more debugging
	avenues would be greatly appreciated right now while things aren't working..
