Log message:
	Change the stabs output of subrange bounds in hex notation to
	eliminate some ambiguities as to when the value should/should not
	be sign-extended.  Now, all values are guaranteed to have the
	sign bit in the leftmost explicit hex digit.  Only m3gdb uses
	this information.
