Log message:
	Add a program icon for use on Windows platforms.  This change has no effect on non-windows platforms.  If anyone doesn't like the icon, you are welcome to change it to something better.  If you are using Windows, don't forget to build and ship the "windowsResources" package located in m3-sys because this change depends on that package.
