Log message:
	work in progress to automatically find cl.exe, link.exe, windows.h,
	msvcrt.lib, kernel32.lib, if they aren't already in PATH, INCLUDE,
	LIB, we can search e.g. VS90COMNTOOLS or VSINSTALLDIR which are
	always set by the installer
	This really is a work in progress and doesn't yet have any side affects.
	It is based closely on the code from scripts/python/pylib.py.
