Log message:
	eliminate lone Uutsname.i3 usage and then
	system-dependent Uutsname.i3 itself,
	via portable C wrapper
	
	The vast bulk of OSConfig appears dead within cm3 anyway.
	All I see is OSConfig.LineSep (for writing only;
	readers should accept any of the three usages)
	and OSConfig.UserName().
	
	So maybe we should just aggressively prune it down?
	Could be users outside the tree, granted.
