	make require Posix
	This is the wrong fix.
	The right fix is probably to put TCL in SYS_LIBS or such.
	Furthermore, the cloning of C headers is dubious. It is less
	dubious here than for "libc" since the headers are fairly portable.
	But they are also churning.
	(ie: We seem to clone the X headers just once across all platforms
	and get away with it...)
