	move m3cgcat and m3cgen out of base and core; the are very rarely needed by anyone; since I have to put them somewhere, I put them in m3devtool, but really.. m3cggen is needed only when adding new IL forms, m3cgcat is a compiler debugging tool, mostly redundant with cm3cg -y
