Log message:
	smush togeter DatePosixC.c and Utime.c, now that Utime.c is barely exposed
	in particular, the functions that wrap global variables daylight, timezone, tzname,
	remove the functions and use almost directly in DatePosixC.c
	
	in m3core.h clean out stuff that has been deleted -- stuff dealing with struct tm, timezone, timeval
	
	remove m3_timeval_t, m3_timezone_t
