To clarify, this doesn't affect native NT, since it doesn't build this directory normally.
But if you are crossing from native NT to Cygwin or Interix, and have a sh.exe in $PATH, this slows it down a very small amount.
It also slows down native Cygwin and Interix unnecessarily -- that's what could be better.
It's about a second on fast systems (year old MacBook, hacked to get it to run) but could be much worse on slower systems.

Nobody will notice.
