Log message:
	Need to loophole INTEGER incr/decr as necessary to Rep.T (i.e., for LONGINT
	and ADDRESS).
	Generate a run-time error for the AtomicRefany module (so we can reuse
	the same generic code), while giving a compile-time error for other clients.
