Log message:
	There seems to be no odbc for MIPS64EL_OPENBSD.
	So, new interface among the config files:
	proc HasOdbc() return boolean
	Default is true.
	MIPS64EL_OPENBSD provides implementation that always returns false.
	Guides creation of default SYSTEM_LIBS and SYSTEM_LIBORDER.
	If we could remove elements from an array and table, that would
	be a better mechanism perhaps.
