Log message:
	make -no-m3ship-resolution work in more circumstances, such
	as when environment variable CM3_INSTALL has forward slashes,
	on Windows.
	Note that we now break -no-m3ship-resolution in the unusual
	case of a Posix user using \ as a "normal" path character.
	I consider that highly unlikely, however if needed, there
	are other solutions here.
