	open scopes as needed for locals/temps/import_procedure -- makes me nervous -- how does it interact with begin_block/end_block and actual repeated names at nested scopes -- it'd really be good to push up all locals/temps to the top of their scope and import_procedure to global..later..fill in copy/copy_n, leaving just static_link??..getting closer...
