Log message:
	This file uses rc for backend mode 0 and windres otherwise.
	Change it to also use rc backend mode C.
	This all seems wrong.
	windres is a Cygwin tool.
	rc is a Microsoft tool.
	windres probably works "cross", though that is probably rare.
	
	This should probably be lifted all the way up to the config files.
