Log message:
	Add error exit codes.  Fix bug of attempting cm3.exe install after build error.  Don't skip mklib during phase 1.  Fix bug of not reseting error condition for retry of operation.  These script updates have been tested/validated on 32-bit Windows XP and on 64-bit Windoes 7.
