This sounds like what I was talking about. :)
I don't like how this works, but isn't your fault, and I haven't fixed it either in all these years.
I think at the very least, the Target.Init can set the value.
Or should return it to its caller.
It shouldn't be in the config file, with an ability to get it wrong.

Configure cm3 to unnest nested procedures, for all llvm backend modes.
Llvm itself requires functions to be unnested, so we want to utilize
the front end's ability to do this. It will simplify m3llvm.
