  Fix what appeared to be a failed attempt at an html link.

The original markup was "(see \ref{VAR-sec})".  This came through
uninterpreted.  I can find nothing in the html documentation pages
that resembles VAR-sec or similar.  I made it link to the definition
of WDROOT, which is mentioned in the sentence above.
