[M3devel] Latex M3 language definition

I propose to fix up m3-defn-complete.tex as much as possible before
adding the WIDECHAR, WIDETEXT, and LONGINT stuff.  That way, we can
have an up to date-PM3-definition.  The .tex I found does not have
any face tags for the code samples in the running text (as does the
.html), nor does it have anything denoting the hyperlinks in it.
I guess they will have to be inserted manually. This would quite a
bit of stuff to try to merge with the CM3 changes, if they were to get
done first.

Other than that, the .tex looks like the actual content is very close
to identical to the .html one-page form.  I did a careful parallel
reading, (as close as mere mortals could have much hope of doing).
So the .tex is not exactly the predecessor that the .html was derived
from.  I have done some net searching trying to find another .tex,
but to no avail, so far.

It does look like latex2html will do what is needed, particularly
allowing tex tags that will turn into hyperlinks in html and get
ignored by latex for a printed version.  It also appears to have
something for optionally generating multi-page html as well.  I think
there is a successor to it, but haven't checked that out yet.
