[M3devel] new cm3 backend dependencies

Hi Ronny,

Antony Hosking has updated the gcc in cm3, which leads to new
build dependencies which are not available at our regression test
systems:

1088  NEXT    configure: error: Building GCC requires GMP 4.1+ and  
MPFR 2.3.0+.

Can you provide these?
