Whether you agree with their conclusions or not, the designers of Modula-3
and predecessors Modula-2+ and Modula-2 spent a great deal of effort doing
just that.  Despite having a few complaints and ambivalences here and there,
I for one, think the final result is unmatched for the ways it made all the
very difficult tradeoffs among highly contradictory desiderata.
