[M3devel] correct Alpha/OSF headers?

I was thinking jmp_buf was double the necessary but it is correct.
I thought long was 64 bits.

I have a ALPHA/OSF machine that's been down since it got hacked a few years ago.  It was happily running Modula-3 at the time.  Should not be too much work to resurrect, just time, and I don't have a lot of that.  The ALPHA_OSF stuff in CM3 and PM3 is probably still accurate.
