Smalltalk punnily calls them "SmallIntegers".  In Scheme they are
"fixnums".

Oh... I should add, if Tony can figure out a way to do what I
proposed, an advantage of providing the interface is that a trivial,
safe implementation can be used for compatibility with older
compilers.  (Yes I still sometimes use PM3 even though I am in fact
slowly converting.)
