[M3devel] something broken on Windows

Not sure what is wrong, but something is broken on Windows.  I can't get anything to compile anymore after updating.
 
Tried both my scripts and Jay's python.  Both fail.  
 
Don't have time to debug right now.
 
Here is the failure from using Jay's upgrade.py script:
