Well, there is TortoiseSVN.

I'm not convinced that the branching strategies needed for CM3 dev would
indeed push svn over the edge of its capabilities -- not if CVS worked fine
all these years.

And I would certainly prefer a free SCM to one with a price tag and a
restrictive license. You guessed it, one of the Subversion committers
speaking ;)

...and this discussion remains empty until anyone wants to actually do the
work ;)
