[M3devel] trouble with RC2 -- maybe with hudson?

It's not that. dot and dotdot get smushed out.
What does // mean?
My code changes any // to just /, except at the start of a path.
  That is what GetFullPathname on Windows with backward slashes.

I was missing BIN_INSTALL and worst case fallback INSTALL_ROOT.
