No.  It takes a Debian developer to put the package into the 
official Debian distribution.  But you can get a user to update his 
/etc/apt/sources.list file to include your Debian-compatible repository 
as well as the official ones.  And after that, the usual upgrade 
commands will detect when there's a new release, and so forth.
  
That's not an unusual thing for upstream developers to do;  it's easy on 
the users, and it gives a Official Debian Developer something to examine 
when deciding whether it conforms to Debian's standards.
