[M3devel] cvs error

I don't know, but out of ignorance I often do heavy handed stuff to fix my local cvs.
like
  cd m3-sys  
  rm -rf m3cc   
  # rd /q/s m3cc on NT 
  cvs -z3 upd -dAP m3cc 

if I don't have any changes in m3cc.

I am getting the following CVS errors when I update my sandbox:
 
In C:\cm3\Sandbox: "C:\Program Files\CVSNT\cvs.exe" -q update -P -d
CVSROOT=:ssh:rcoleburn at birch.elegosoft.com:/usr/cvs

cvs update: use `cvs add' to create an entry for `m3-sys/m3cc/gcc/INSTALL'
cvs update: use `cvs add' to create an entry for `m3-sys/m3cc/gcc/fixincludes'

Not sure why this is happening.  I did not edit any of these files.
 
Any ideas on how to resolve?
