Yes.  Something like that!  I've never seen that page before.

It looks like a website navigability problem.

As installer, I see the archive descriptions in 
http://www.modula3.com/cm3/releng/
where the Juno line says, 

 cm3-bin-ws-juno-*.tgz
 source/binary, application, optional
 A constraint-based graphical editor 

and there isn't any mention of a package description.
