[M3devel] state of atomic implementation in cm3/C?

It has actually always looked pretty complete to me in cm3cg.
At least for most architectures. Some were a little challenged, like PowerPC.
But maybe the spec wasn't correct?
What is needed?
Anyway, I'll work on M3C.

I did update M3x86.m3 and it might be complete.
