Ok, I was expecting it to install at:
/mech/construction/mech/ptrees/default/lang/modula3/work/intermediate/bin

I was not trying to overwrite the bootstrap, but create a minimal new
one that could build the whole thing (like I did before with
boot-cm3-with-cm3)
