It's been some years since I've done it, but you can use LaTeX as
source and produce high-quality PS and PDF output (dvips, dvipdf) as
well as HTML (there were several tools at the time).

Alternatively you could use DocBook/SGML tools (as for example the
FreeBSD project does (at least, did some years ago ;-)).

Personally I'd think LaTeX is fine and will be easier.
