do-cm3-std.sh is the script that builds the complete set of usable
  M3 application packages after an initial CM3 installation. It has
  no connection to compiler bootstrapping at all.

do-cm3-core.sh is a script that can be used to build a basic system
  without any demos or large applications, but including the compiler
  itself. It can usually not be used for bootstrapping the compiler
  either (at least on its own, as changes in supported platforms or
  other core units may require more elaborate build and ship schemes).

The scripts were intended for the M3 end user and not for the rather
special situation of language and runtime development of CM3 itself.
