[M3devel] bootstrap from IL code?

If I remember correctly (fog of advanced age and all:), we used to have
bootstrap archives for SRC Modula-3 (and maybe also for PM3) which did
not depend on installed Modula-3 compiler.

Are there some scripts to make such bootstrap archive now? So we can
make self-buildable package without Modula-3 compiler packaged in.
