[M3devel] INSTALL_ROOT and PKG_USE in cm3.cfg

I'm on the fence.
People always miss that changing new software doesn't necessarily impact old software/hardware.
Do the LINUX/LINUXELF targets still work? Will they ever again? If they did, couldn't they be renamed as well?
X86_LINUX (LINUXLIBC6)
X86_LINUX1 or X86_LINUX1_ELF
X86_LINUX1_AOUT
1 as in kernel 1.x
Or possibly even merged with one and only X86_LINUX and just vary in the configuration file.
(Does the codegen even vary across these architectures, or just the the linking options
and maybe file format output by as?)
Name evolution is tough.
There's often some ideal short name Foo and then only in the future you realize you have to differentiate NewAndImprovedFoo or FooX or Foo2 from Foo aka FooClassic aka Foo1 aka OldFoo.
FooSr, FooJr, FooIII.
Historical records I think are the bigger sale.
But sometimes you are just left with cruft upon cruft upon cruft for some hypothetical compat.
In this case, it's not a big deal.
