[M3devel] Popup Windows stalling regression tests on WinXP

Watch m3commit more closely :) -- the popup should be gone. You shouldn't have to twiddle any settings.
Admittedly, my testing was on AMD64 XP, which is really Server 2003, therefore could vary much from x86 XP.
I can try on x86 XP later (as in a day or two).
But really, based on the code before and after, I think it is gone everywhere.
