[M3devel] What happened to Utypes.i3?

TextF is still sitting out there in the CM3 repository, but what it
declares is a lie in CM3.  If you try to use it to compile code that
assumes the PM3 text  representation in CM3, something bad
will surely happen.   Probably a link-time failure because of
contradictory revelations, or something. Such code will inevitably
have to be modified to get it to compile and work in CM3. 

TextF is also unused in the CM3 repo.
