RC3.1 does not make sense. Doing everthing according to plan, we had
to abandon RC3 and build RC4 now. The RC3 tag has been moved which shouldn't
happen strictly speaking. There's no mechanism in CVS to lock a tag though.

There have been only minor corrections, mostly in the build tooling
and system dependencies AFAIK. So we could make a concession and rebuild
the RC3 packages as they only have been announced on the m3 mailing lists
so far. I'd vote for that in this case.

Switching to RC4 requires changing several scripts and docs again
and applying a new tag. I cannot do that from here, nor will it probably
be done until the next weekend. So more delay (until somebody else
steps in). NT386 failures are still not resolved, too, AFAIK.
Any volunteers?

Please note that the built packages now available for RC3 are mostly
working, at least better than RC2. But SOLgnu and NT386 couldn't be
built with the RC3 tag.
