[M3devel] new install on Windows Vista

Host or nt386 ok. Host is like target but is the running cm3, vs. what  
it is building, often the same thing and using host here makes them  
the same. (native build vs. cross build)

Parens probably not needed right. If it works it is right. It won't  
appear to work but do the wrong thing.
