Hm.
Backup. I'm not sure what's going on so I'll be more conservative.
Did you install Visual C++ or copy it around?
Did you set %PATH% or run the start menu shortcut that Randy suggested?
Try installing rather than copying.
Try the start menu shortcut, then set PATH=%PATH%;c:\cygwin\bin
 (or PATH=C:\cygwin\bin;%PATH% if you delete the Cygwin link.exe)
Kill any mspdbsrv.exe process. Not repeatedly, but once.
Did you start with my VC80 cm3 or my VC90 cm3?
