These are nearly identical.
I don't entirely believe the comment about directories on Windows.
 - directories to have timestamps
 - it is up to the file system, not the operating system,
  You can see ext3 file systems over the network from Windows via SMB, etc.

  (and you can see FAT and NTFS on Linux, Solaris, Mac, etc. via SMB, NFS, etc.)

They should be merged.

Probably m3-ui/vbtkit is where the merge should go.
