[M3devel] proposed addition m3cg_ops: set_warning_handler

I propose we add WarningHandler, set_warning_handler.

The signatures are either identical to the existing ErrorHandler, set_error_handler.

Or possibly there is a warning "level".

For now I'm implementing it such that the warning level

is hardcoded as 2.

 

 

This is so I can report but ignore the overflows when I use TInt in m3back.
