[M3devel] ORD/VAL

Reading once more through chapter 2.6.13 of the latest language
reference, I come to the conclusion that we should have left ORD/VAL
to the enumerations where they originally belonged to and have
added an explicit LONG/SHORT builtin as the Oberon folks did.
