[M3devel] addition of GPL stuff

Hello:I understand it can be a literally impossible to track down copyright holders as no Modula-3 sources are apart of any entity besides Elego (is this not a solution of the problem?). Respect of the RR, at some point in time, they start to be universally accessible (like 70 years) or so?

Only the copyright holder can do that, unless it is in he public domain.
