The NT386 problems look small btw.

"C:\cygwin\home\elego\tmp\cm3\pkg\cit_util\src\generics.tmpl", line 38: quake runtime error: exit 1: C:\cygwin\home\elego\workspace\cm3-makedist-NT386\cm3\caltech-parser\parserlib\klex\NT386\klex ..\src\Calc.l -o CalcLex.i3 -t ..\src\Calc.t -ti3 CalcTok.i3

Fatal Error: package build failed

errors during build-all; some packages will be missing
m3-win/import-libs/NT386/.M3SHIP seems to be broken:
make_dir("C:/cygwin/home/elego/tmp/cm3/lib")
install_file("wsock32.lib", "C:/cygwin/home/elego/tmp/cm3/lib", "0775")

Probably a matter of forward vs. backward slashes on the second set.
